Having watched too many of those "police camera action" shows, I feel like I'm a professional police officer by now so I can give you some bullshit reasoning I just made up:
They probably thought he was gonna run because of previous experiences with the guy. They probably had intelligence that he drives down that road daily at the same time. They just planned accordingly. Often times they do stuff just in case.
Also, if you are just driving about and suddenly you see some dude throw something in front of you, you'll stop. It might take a while to figure out what was thrown and by that time you are already surrounded and the first copper is pulling your door open.
All in all, pretty nice plan and action.
