That is a russian policy. But I see how you got the two failing empires mixed up.

It's still possible that Trump has gotten his wires crossed and thinks it's an American thing. All it takes is one of his Russian handlers to mention that that's how it works in Russian and for him assume it's the same in the US. His brain isn't great with nuance after all. It's not like he understands the hows or whys of preexisting policies anyway.

And lets be fair, its how russia says it works. Its a big scary policy that after Ukraine attacked (with operators, drones and missiles) pre 2014 russian territory has become clear bullshit since no nukes are a flyin'.

So not only is it not an american thing (they have always just said they will nuke whatever the fuck they want when they want, to some extent) it is trumps favorite sort of policy, one that is just bluster and hot air.
