So what's the "catch" then? You only use a "lure" on something you intend to "capture" right? So what's the trap exactly?

China is going to get them “hooked” on high-quality, affordable healthcare.

Then China will introduce them to harder drugs like housing and food. Once they’re hooked they might even decide to have a family and then BAM! You’ve got a literal incubator for Communism.
