ER is supposed to stabilize patients and keep them from dying. Too often offices or doctors direct patients to the ER that should not be there.

Not a huge surprise there, if you have to make quick calls because there's a critical situation it makes for less well refined solutions.
Plus the entire realm is about emergent care: lots of trauma shows up there.
