That's the whole idea. The right wing parties have a greater chance of winning when they suppress the vote. Also David Seymour explicitly said he doesn't want people he hates to be able to vote.

The Electoral Commission’s projections of lost votes came amid two days of oral submissions on proposals to bring forward the enrolment deadline to 13 days before the election, a move critics say could worsen voter turn-out, especially for those already unlikely to vote.
So it worsens voter turnout for those already unlikely to vote for the parties bringing the changes.
