That said I have myself experienced situations where the mods don't seem to see what's really going on... What can you do, it's not a democracy.
!nostupidquestions is a community dedicated to being helpful and answering each others' questions on various topics.
The rules for posting and commenting, besides the rules defined here for lemmy.world, are as follows:

Several issues with that though:
Here's a wonderful thing about the internet, you don't have to give a fuck about it.
If you get off the internet and go to the store, no one is going to give a fuck about what some idiot said about you online.
If you go to visit family, none of them are going to ask you about what some goddamn dumbass said about you online.
My advice is to stop stressing about what people say about you online. It has no value, there is no substance to it. Nobody on here knows you, no one knows what makes you, you. You're just text on a screen here.
I know the situation, and I empathise. It sucks. But you have to trust that other people are just as able to recognize a troll when they see one. If the mods are too stupid to see it, as I said, there isn't much you can do except maybe report to someone above them?
It's no coincidence that what I wrote in all caps has been the #1 rule regarding trolls since time immemorial. They know exactly how to work the system to get attention.
Move on with your life and don't engage.
This troll vandalises their victim's posts by posting slander, including to other people (if the person has blocked them), though.
If it bothers you that much, you can always just make a new account to lose the tail - because that’s exactly what they’ll do once you finally get them banned or whatever your endgame is.
Just block and move on. It’s an anonymous message board. Someone following you around and “vandalizing” your posts is completely meaningless. They’re wasting their time - you’ve already won.

Sounds like a dick, but my advice remains the same. Not worth your time or worry.
You seem to want to win a battle against an internet troll. The only way to do that is to starve them.
I used to think that, but this troll in particular posts slander/accusations on the victim's posts to make the victim look bad. If the victim blocks the troll the troll posts the slander on their own profile or to other people, all while name dropping them. Then if the victim calls the troll out the troll claims they're the one being slandered and harassed and they mass report the victim for harassment.
Who gives a shit if the troll posts slander on their own profile about the victims? Just don't go to their profile. Problem solved.
Block, ignore and be patient. They will eventually loose interest. Key is to not engage in any way. Don't be tempted. They want it. You don't give it.

assuming this is on lemmy, if a user is causing that much disruption amd harassing people you could message the admin(s) of the user's instance explaining the situation, provide evidence, and hope they'll ban the user
if the user is banned and creates another account, repeat
if the user is on an instance that won't ban them, contact the admins of other instances to try to have that instance deferated

That's not a troll, that is what I call a fuckwit.
But fun thing, comments on Lemmy can never be slander, because slander requires a verbal component.
Man these people in the comment section are lucky to think that when you simply just ignore someone, the harassment ends.
Report and if mods and admins ignore it and it keeps happening, go into a lighter version of "I'm being stalked" mode and start a new account with no reference to the old one. They "win" and you move on with your life.
On Lemmy in particular? Make a new account. Easily the best and easiest solution.

reach out to the respective mods and report them. this isn't trolling. it's targeted harassment. you can report the entire acount on bsky, by going to their profile page and clicking the three-dot menu and selecting "report account." that's probably the best way to start. I think if there was no more dialog, or the account didn't go poof, I'd follow that up with their support form asking for a status update. (and maybe dropping screenshots. If you don't have screenshots, get them. )
