I am a big fan of well dispersed and easily accessible green spaces distributed among cities for lots of reasons and am not sure I see the original intent.
Oof, sorry but there wasn't a predominately black settlement by the river to build it over so.
Yeah Seneca Village wasn't on the waterfront, it was right in the middle of the island. Plus, if you put a park on the waterfront, then the poors can enjoy the space without letting the wealthy monopolize it.
