It's what happens when you privatize necessary utilities. It will happen with water in a lot of areas as well.

The local utility should put batteries on everyone’s home and use them as a virtual power plant.

There is no way this doesn’t impact locals that live their full time the most though. They need power all year and also pay utilities.
