You can tell these are upside down 9s because of how they are.
I put my phone upside down and they still look weird from that angle.
The font they used is terrible and doesn’t match any serious road sign I’ve ever seen.
You’re right, they look better as sixes. It’s just a goofy font.

This is just the "getting to know you" phase or offramp meetups. In 3 exits they'll be in a nicer position.
Interstate exits aren't numbered sequentially anymore, but instead by mile marker. It's easier to insert new exits without messing up the numbering that way.
The "nice" exit, if it exists, would be three miles away, not necessarily three exits away.
The sign for exit 99 is ready.

It uses two upside down nines because if it only used one upside down nine, it would say that it was exit 69, and everybody would be stealing the sign all the time.
It looks like they just rotated the holes 90 degrees by accident
