The only non voters are the children, immigrants, and other minorities who've had their votes suppressed.

Everyone who got a vote, and got a chance to vote, voted. Some people didn't submit a ballot, and their vote was counted as neutral.

This is the mathematical effect of choosing not to vote. Mathematically, there is no non voting. Call them neutral voters. Don't let them dodge accountability for their choices.
