Is there a law for abuse of authority?
In Sweden we have a crime called "Tjänstefel", which translates to "Misconduct in public office", which is used to prosecute government officials, usually police and security guards, for not following the rules.
Most civilized countries do have such a law. I would expect Australia to have one as well.
