A war criminal is someone we're obligated by law to arrest. We are not obligated by law to arrest the president of Israel (only the prime minister).

Yeah, let's maybe not leave that up to the state/legal system to decide who is and isn't a war criminal. They're terribly biased and bad faith arbiters.
