And there's the whole political prisoner thing, and the casual implication that the actual criminals are subhumans with less rights and abilities.

A small problem is that they have grown up in the camps and many of them are radicalised by those in the camps, the same way a jail can be a bad thing for a young offender because it will put them in connections with worse offenders
