Strictly speaking, that headline and the articles I've read in the Western press, suggest the idea was to incite a rebellion by clearing a path. Meaning by weakening the regime and giving the protestors the opportunity to seize the government.
It doesn't suggest they were trying what they did in Afghanistan, finding all the incels and giving them money and guns.
And Iran in 1953

I was commenting on the written word in the meme and (to a lesser extent) the words in the Western news articles I've read,
