I'm confident you're correct. Also, as always, the surveillance isn't for the reason they state; it's just an excuse. They want to monitor all the people. They'll be able to track when and where everyone goes in rural areas. Urban areas are mostly covered by Flock.

Even worse they have them along highways too, so you really can't escape to rural areas either
