Yes, that's fundamentally what the ruling means.

The U.S. President can no longer be prosecuted for "presidential duties", which can be anything the president schedules.

I'm surprised he hasn't tested the limits out of pure greed, like "I'm securing government funding by taking taxpayers money and putting in my personal bank account for safe keeping. Something something hackers and the IRS. My Bank is The Best and Safest Bank in America!"
