In response to Israel's escalating aggression and expanded military operations in Gaza, the Yemeni Armed Forces have declared a full air blockade on Israel," YAF spokesperson Brigadier General Yehya Saree said in a statement.

"The Yemeni Armed Forces will enforce the aerial blockade by repeatedly attacking airports, with Ben Gurion Airport, known as Lod Airport in Israel, as their primary target," he emphasized.

The statement called on all international airlines to take this threat seriously from the moment of its issuance and cancel all flights to Israeli airports to preserve the safety of their aircraft and passengers.

Why is Israel in quotes? Is it surprising that Yemen referred to it as Israel and not by some other name?

Because Iran doesn’t recognize the “Zionist regime” in “occupied Palestine” as a legitimate state.

I propose doing big air quotes any time you're going to say "Israel". Maybe do a funny voice.

It's odd that it's in quotes in only 2 places in the article, and otherwise not in quotes.

Idk, it bugs me on the grounds that e.g. Palestine is not referred to with quotes by other countries. But if the quotes are helping, I guess it's worth the inconsistency.

We refer to non-real things without quotes all the time, e.g. magic, not '"magic".'

Because it's actually called Palestine and the quotes are like [sic] on them always calling it by a wrong name.
