I'm from Hungary, but I wasn't sure about this so I looked it up and I was right: it shouldn't be possible for the number to continue with a 0 after the +36 prefix. This bothers me for some reason.

It's likely a spoofed number. Most of the phone calls I get have the first 6 digits of my 10 digit phone number despite me moving quite far away from where the number was issued (and keeping my old number). It's a pretty good way to tell if a call is spam.
