I've seen that comment a few times.

They're most likely to go with Labour, that's the main party who best aligns with them, but saying that means they have a lot less bargaining power.

Labour takes the Green party for granted to an extent because they're never going to go with National, TOP stating who they will work with would be a massive mistake for them to make.

The closest they have come is saying "we will talk to the party with the highest percentage of the vote first".

Under current polling that is Labour; but if National pulls ahead, then Opportunity will talk with them first.
