You're not confused. If what they were doing was legal they wouldn't have to hide their faces like a bunch of pussy-ass bitches
I think the idea comes from central and south American police who hide the identities of their police to prevent retaliation from organized crime, who are often very well funded and have no qualms about torturing and murdering random people to ensure the law remains powerless to stop their reign of fear and terror.
However, in this case it is to prevent the police themselves from answering to the courts, and to hide themselves from public scrutiny. Even if you are not breaking the law, America's legal system is brutal and destructive, and they know that and don't want to face it themselves.
The idea of hiding ones self with a hood or wearing a disguise it is quite ancient... It is not clear why you are trying to connect this concept with central and south america, I get your point, but it doesn't require such a complex comparison. The purpose here is quite simple.
When encountered everyone should swarm these anonymous ICE losers, hold them down, demask, photograph and release them.
In an ideal world they’d get the Hans Landa treatment.
