There is no justification possible for doing that and then walking away. They know their actions are wrong and they about to get the shit kicked out of them.

If I read the article correctly, he was arrested the next day?

Would be much easier for them to do their job if they were actually trained and uniformed. The bar is low and they can't even hit it.
