Literally who is this for and in what way is this remotely memetic?

Honestly? I think how you see it depends on your lived experience; almost every man has had a partner complain about their hobby (gaming especially); a lot get ultimatums and have lived in that cycle of abuse. A lot of it is rooted in partnership ideals where only the emotional wellbeing of the woman matters - the kind of toxic nonsense we all want shut of I'd say.
