I checked the original, and he says "деформированное рабочее государство", which is literally "deformed workers' state".

If you are correct you are correct, I shall check it later. It means I was incorrect about there being a distinction between the two terms to Trotsky himself, but it does raise the question of why subsequent trotskyist make a distinction between the two term and when he is arguing about the incorrect use of the term. That's on me for reading in English and reading Trots to understand Trotskyism.

I have only a superficial familiarity with Trotsky's works, so I can't really say anything on how he uses those terms.
