Small shops can't afford to pay higher prices and temporarily absorb the rising costs.
Small shops don't have storage setups that would allow them to buy in bulk in the same manner as large corporations in order to be more insulated against rising prices by keeping more stock on hand.
I'm sure there are other reasons but I haven't even read the article yet and those are the two that come to mind.
Edit: No article, but this all makes sense.
