Call police, since our wheelchair cannot pass. They will have it towed gladly with a lot of pleasure. (The Netherlands hates these asahats)

This is poland where the police will come in 3 hours after the car is gone and if it's still here they will send a letter to the cars owner who can just say someone else was driving.

Does it matter who's driving? It's your ~~car~~ tank. Registered to your name. If you give the keys to someone else, you're still responsible... unless you report it stolen. Is that really not a thing in Poland???

No because there is no requirement to point out who was driving specifically. It's a legal loophole.
