FINALLY! They can go After RICH PEOPLE BREAKING THE LAW! There's NO way This gets Used to Arrest POOR PEOPLE who Can't pay and Then go to Prison instead when there's SO MANY RICH PEOPLE WHO CAN PAY THE TICKETS FOR ALL THE LAWS THEY KEEP BREAKING!
It'd be hilariously awesome if that was the case, prole cops scanning the horizon for whales to go after.
