Yeah in my view (not US but applies regardless of country) the better thing would be to beef up court capacity then start prosecuting the absolute buggery out of anyone who uses, or negligently allows, a model under their control to commit crimes.

If you're the master of a ship, your responsibility doesn't end when you set the autohelm. Same with models in my view.
