They're not really radioactive, they emit some X Ray that is absorbed by the lead window that is in front, making them harmless.

I would say "mostly harmless"; a low but higher-than-background level of X-rays are expected from a properly functioning CRT TV. Flying in an airliner will expose a person to many times that amount.

Nobody calls sunlight "radioactive" either but it does expose a person to some ionizing radiation.
