Only nutjobs like us gonna go double vpn+ tor. Not a single normie would ever go though this.
Look at China. One can penetrate the great firewall but need to jump through so many hoops just to get a shitty internet connection to the rest of the world. Normies there just won't do it.
I think China isn't just "it's hard", but also the risk of caught is very high.
