Linux is a family of open source Unix-like operating systems based on the Linux kernel, an operating system kernel first released on September 17, 1991 by Linus Torvalds. Linux is typically packaged in a Linux distribution (or distro for short).
Distributions include the Linux kernel and supporting system software and libraries, many of which are provided by the GNU Project. Many Linux distributions use the word "Linux" in their name, but the Free Software Foundation uses the name GNU/Linux to emphasize the importance of GNU software, causing some controversy.

The other option is to make a build of the system yourself where you add the packages, IIRC i saw someone do it in a github repo and then having automatic builds, though i cannot say personally how easy is to do that and IMO it's just too much work for just installing packages
That defeats the big advantage of having a well-tested common source to build off of. It's basically making a new flavour, like Bazzite did with Silverblue. It's cool and all, probably great for deploying lots of machines, but definitely not an everyday solution.
I think CachyOS is built like that, where you are intended to modify the build of the system like that.
