For example, Biden's bait was "15 an hour". The American voters took the bait and elected him; no minimum wage increase.

Biden and Ds could have passed minimum wage bill easily. The "super majority requirement" is a parliamentary rule that can be changed whenever they would like with majority vote (they circumvent super majority all the time, see "exceptions to nuclear option", like budgets)
Most American voters have no idea that this is so, and it works very well to deceive the majority of them right out in the open. Blatantly and repeatedly.

Media literacy is relevant when discussing analysis of media - ie. understanding the meaning beyond the text itself. It is typically something we use for documentaries, fiction, music, fiction-literature, songs and the like, not really communication. It would be very weird to talk of "media literacy" when discussing someone misunderstanding a text message.
