Also bunkers need vents and vents don't work well when a bag of concrete is poured down into them.
I can totally imagine some pathetic lumpen being paid a pitiful amount to stay outside in the nuclear fallout guarding the air openings so no one does that
"ventguard for a Billionaire-bunker" does sound like some grimdark cyberpunk Metro 2066 type job
