You really think a decrease in birth rates is mostly because people don't have fantasy species to fuck? How about planned parenthood, struggles finding partners, and the always increasing costs of living? Just to name a few
Best I can do is repeal child labor laws, take away their school lunches, and berate everyone on government assistance for just not "wanting it" enough.
