This recent RNZ podcast "The Detail" notes that half the people that work for Women's Refuge are volunteers. They are underfunded.

If only we had decent governments that didn't rely on charities to do the messy work (not just our current regime!)

This is fantastic though - I'm glad the money printers are taking a stand
