Do you think he is functional in any way? Is he relaying Trumps incoherent babble to Canada, or is he providing insight on Canada to Trump?

The answer to both is no. He is a failure, too stupid to realize it.

Or too smart to bite the hand that feeds. Either way, whoever they'd send as a replacement won't be better, but possibly worse.

He's successful enough at minding his keepers to be appointed ambassador. He's got all the qualifications he needs to work for the Chump administration!
