It's a weapon in class war. Creating massive crime problem is excellent way for dictatorships of bourgeoise to prevent people from organising and to plant agents, wreckers and so on. It's also a way for secret services to gather huge amounts of dark money and have the criminal organisations do their dirty work.
It's of absolutely no coincidence that all the postsocialist countries exploded with previously basically nonexistent drug problem right after socialism was destroyed, and that PRC managed to neraly eradicate the century long massive opium epidemic in decade while USA wages their war "on" drugs (really war on workers) for ever and with zero systemic successes.
Drugs-tobacco-alcohol, weird Christians, and human trafficking all have a long history in the USA. It is not suddenly. It has been a foundation of US hegemony.
