As someone else mentioned the framework pro is a good pick and also the cool new kid on the block with the repair and upgradablity(however you spell that). However spec and build quality wise, any high end business laptop will have full linux support since their be used for IT/software dev and robust enough construction to not break in a few years
That Dell looks good, ive heard good things about the new Lenovo too, really just go with whichever option is cheaper
Personally the only laptop I’d be interested in that isn’t a MacBook is the Framework 13 pro but those ram prices are rough.
Don't buy Intel chips, Intel is on the BDS list. So is Dell, actually.

You could use Asahi Linux if you’d rather not spend more money! Pretty good in my experience with an M1 13” MacBook Pro
I did consider Asahi Linux, but the support isn’t comprehensive – particularly when it comes to display via USB-C, which I need because I mostly use my MacBook Pro with the lid closed, connected to a dock and two external monitors.
If you are willing, there is an experimental branch with usb-c display support, although from what I hear it does work somewhat well
I second the recommendation for running Asahi on your MacBook. I've been running it for years and it's great. The hardware support isn't perfect (Apple has nicer trackpad drivers for their hardware), but it's like still very good.
