I don't think so, as it's not a specific promise for a given vote.
Making promises to voters is kind of a core part of democracy. "Elect me and I will do policy X". I mean, it's not conventionally a check, and Trump is something like the polar opposite of a truthful person, but in fundamental terms, I don't think that there's anything wrong with it.
What you can't do is something like "fill out your ballot for Person Y, send me a picture, and I'll pay you $N".
$5000 isn't enough money for me to change the way i vote. The negative impact of giving them more power is greater than the positive impact of that money, I could use it though. If Dems take over both chambers they should send approve the stimulus to spite him. Make him veto it and have him say he's vetoing it because Americans didn't vote the way he wanted them to.
I am desperate right now, financially. 5k wouldn't fix my life, but it is the exact figure I need to ensure I have stable housing for the next year+ and can have the ability to get a decent job.
