Totally cool and normal behavior for an American president. This kind of thing would have been the death knell for so many other politicians but trump's successfully lowered the bar so far for himself that even this is merely a speedbump that he's still blasting right over anyway
why do you act like this is uncharted territory? the us has been doing the same for decades, even stuff that could be considered more hypocrite and pathetic.

No, he was under investigation, and the investigation was actually happening before the election. After the election was over, one of the justices approved the request from the federal police to have his passport turned over, and the rest is history.
