Yanks killed 4 million Vietnamese, literally salting the earth with chemical weapons all without a single declaration of war.

The idea US presidents need it is laughable. Shit it's even more laughable that the Republicans would ever restrain a US president from a war of aggression is even more laughable, even if it was a democrat pushing the button.

For the republicans every problem is a nail (and boy do their corporate overlords have a great deal on hammers).
