Yeah I always thought France was one of the most foss friendly places
there will be a harsh period of relearning shit but I proved to my IT that I can make a Debian laptop that follows most of the CIS benchmarks in less then a week. That system can be cloned and deployed to anything we want. The VPN client we use is a little tricky but given more time, I could make the GUI version work (currently it only works in the terminal, openconnect)
The users learning to use a new Office app might be a short pain but it will be so much better in the long run, otherwise ALL the M365 shit works in the browser, Firefox for me. Just need to ensure you enable the plugin for the webcam for Teams.
All that licensing budget can be reallocated for training and support.
I have moved a lot of our company to LibreOffice, and were starting to push web clients for software vs thin clients, so it can be run from mobile, Apple, and Linux. I only have 2 Linux Mint PCs out in the wild for more savvy users and no issues so far either. The EDR works on multiple OSes which is nice, so still compliant.
The other nice thing I've seen Lenovo and Dell offer are PCs that come preloaded with Linux like Ubuntu iirc, slightly cheaper too.
Power users still on Excel and MS Office for features, troubleshooting, and familiarity, but so far, much smoother than anticipated. Just need to convince the powers that be to roll out more Mint!
I recently had to use again MS word after years of using libreoffice because a chieff is a complete idiot and it really isn't what i remembered... it's bad, so plagued with terrible decisions that i dont understand how people is still using that piece of crap. Maybe it is just the version (2019)

Does the VPN use Cisco AnyConnect? We use it at work and it works fine via NetworkManager in both KDE and GNOME, including two factor auth (pops up a web page to authenticate). I'm not sure of the exact config, since it's automatically configured using Chef.
Openconnect should have a gnome gui package. I used it for my previous job so i could configure and connect to their vpn via the gnome connections management (pulse secure)
