its not always reprieved though. they do carry it out in some cases. there are conditions to getting the commutation.
It's better this way. "Behave or else" is better than a blanket death penalty which has many problems.

The state's role is not to "mitigate" or "settle disputes" or "act as referree" between classes, that's only a fiction that liberals believe about their governments. Its to act in the interest of one class against the other.
The PRC is a worker's state, which is why they harshly punish these execs found to be committing financial crimes.

Unfortunately Chinese justice system tends to commute these to life sentences after a couple years. Same in Vietnam. Is the tactic to scare these scumbags or something?
They're essentially death sentences if the sentenced doesn't comply. They do get carried out, but not all the time.
I assume the point is to get them to cooperate and force them into a "no seriously stop doing shit, don't try to keep wielding power or doing more crimes, sit down, shut up, and do your time" position without the consequences of actually just executing them. Like in practical terms what's the difference between "they're sitting in a cell and can't keep being the ringleader of something or trading favors or whatever because if they do that's it for them" and "they're actually gone forever, but someone had to do it to them"? In the latter case you've made someone deal with killing them, and you also have no further stick to force them to not fight back as hard as they can before that point with every connection or hidden asset they may have.
