Considering it's a popular meme to trace the horrors of our current timeline to the demise of Harambe, it makes sense that this White House would honour his death. Without it they never would be where they are, doing what they're doing.

In the 2016 US presidential election aftermath, a false but repeated claim stated Harambe received over 15,000 write-in votes.

While there's a super small possibility this is thanking those 'voters' (when has fact checking ever mattered there), it's probably just working off the same meme idea that powered that rumor to begin with.
