RFID tracking would be my first guess. If you want to know where a tag is, you need multiple readers. Are they roughly in a grid pattern?
A second guess, are there e-ink tags in this store? These might be repeaters for programming those.

Could just be used to program digital price tags on the shelves, I've installed similar looking devices in stores years ago.
