Not a law. A glorified presidential memo that has no real legal precedence which acts as a directive for the government until the next president rescinds it.

I once did this. I went to a grocery store and picked out a chocolate cake, brought it up to the checkout and the cashier asked me “what’s the cake for, special occasion?”. To which I replied “nah, it’s for eating.” No more words were exchanged.
