ID card with chip + card reader over here. Or alternatively an app you need to activate first using said ID card. Used for everything from filing taxes to requesting official documents from your commune.

Then it's not completely random though. Random would mean there's a non-zero chance the same 10% get picked for every finger sacrificed.
