Iran has participated in a number of regional conflicts, including sending their own forces to support another country, but can't find any instances of Iran invading another country. As far as I know, that's just not something they do.

Right there in your quote it says the AI would only interact with nonemergency calls. You said the system would reroute nonemergency calls.

So when a call comes in to 911, who picks up? A person or an AI?

So what? They're still governed to similar speeds. I have a regular bike and e-scooter, and I pass and get passed by people on both all the time.
