You should be able to add the repo and install the packages anyway. If it doesn't work, give a description of the behavior including errors or logs.
Iran has participated in a number of regional conflicts, including sending their own forces to support another country, but can't find any instances of Iran invading another country. As far as I know, that's just not something they do.

So what? They're still governed to similar speeds. I have a regular bike and e-scooter, and I pass and get passed by people on both all the time.
