See, this only looks stupid if you assume the goal is to help the country. But if the real goal is to get rich through insider trading, then it's a flawless strategy. Every time a chaotic policy announcement sends the market swinging, someone makes a fortune. And if you have advance knowledge of those announcements, you're positioned to win every single time. Suddenly, what seems like erratic and incoherent behavior becomes perfectly logical behavior.

Not only did I read your propaganda link, I also read the sources it provides which don't actually support the claim. Neither one claims it's being used as a textbook in the Academy if the General Staff, nor are they even primary sources. You're a clown.

The funniest thing for me has always been that the empire just openly writes policy papers detailing exactly what they're doing, and then we have a bunch of people running around pretending it's not happening.

Which simply means that those countries also have societal pressures which favor not having children despite the measures they may be taking. Birth rates don't decline because of magic, it's a response to systemic pressures. It should be obvious that it's possible to create different pressures within the society that favor different choices.

I think the point there is that immigration is used as a way to paper over the fact that living conditions in a country discourage people from actually having kids. It would not be necessary if people had maternal leave, sufficient time to raise children, social services, and so on.
