The International Committee of the Red Cross (ICRC) accompanied members of Hamas inside areas of Gaza still under the control of the Israeli military to facilitate the search for the bodies of Israeli hostages, an official from the ICRC told the Guardian.

Under the US-brokered ceasefire, which took effect on 10 October, Hamas is required to return the remains of all Israeli hostages as soon as possible. In exchange, Israel has agreed to hand over 15 Palestinian bodies for each Israeli.

Hamas has so far returned the remains of 15 of those held captive but none in the past five days, as some of those bodies are believed to be in areas beyond the yellow line marking Gaza’s ceasefire.

Brooklyn, 30, also from Astoria, said their top priorities were protecting LGBTQ rights and tackling the city’s affordability crisis. “I think Mamdani is doing a great job of addressing everything I’m concerned about,” they said.

Nicole, 30, echoed that sentiment, praising Mamdani’s authenticity: “I feel like Mamdani is very genuine in his responses in a way that isn’t typically seen in most politicians. He’s a little less lip service-y than usual.”

My 1440p monitor died on me so I'm looking to upgrade to a 4K monitor, to be used with my home+work laptops, some older game consoles and an aging Linux PC.

The aging PC is the problem: it's an i5-6600 on an Asus B150M-A. It lacks DP and its HDMI port can't do 4k60.

I vaguely recall there being super cheap graphics cards meant for exactly this sort of thing, just a low end GPU with a bunch of ports, but I can't seem to find much, especially not AMD (Linux + Nvidia remains meh)

Suggestions? Perhaps a minimally invasive upgrade to the PC? Or just stick it out at 1440p (non-integer scaling, ugh) until I can upgrade properly?

  • Adopted in 2023, this trade defense tool enables the EU to impose surcharges or export restrictions, or even block a hostile actor's access to European public markets. It has never been used to date.
  • In the long-term, the EU is to provide more funding, offer broader support for research to its partners outside the block such as through the European Global Gateway initiative to better leverage European investments globally. Partnerships on critical raw materials with countries such as Ukraine and Australia, Canada, Kazakhstan, Chile or Greenland already exist.

In addition to blocking markets access and/or raising tariffs, the EU has severe leverage over China, for example:

  • Beijing is greatly displeased by the inclusion of Chinese companies in the 18th and 19th rounds of sanctions against Russia, on the grounds that they help Moscow circumvent European retaliatory measures.
  • The Chinese government is also upset by Brussels' decision to impose surcharges on Chinese electric vehicles.
  • China is worried about a more protectionist Europe, at a time when the US has closed its borders and Beijing needs exports more than ever to offset sluggish domestic consumption. In this regard, the European Steel and Metals Action Plan presented by the Commission on October 7, which calls for doubling tariffs on imports, may foreshadow similar measures in other sectors, such as chemicals.
  • Support for the "Made in Europe" doctrine is growing across the continent, and China can only observe its progress within EU institutions.
  • The Commission is also working on making foreign direct investment in Europe conditional, and certain groups, such as Huawei, could suffer as a result as their are outright banned over security reasons [a reason China itself often cites in its own protectionism at home.]

Japanese automaker Mazda has teamed up with its joint venture with China's Changan to pool carbon credits and help avoid carbon emissions fines, an EU document showed.

EU's fines, which carmakers have said could total up to 15 billion euros ($17.5 billion) for the industry, were initially envisaged to apply to 2025 carbon emissions levels.

Paul Biya, the world’s oldest serving head of state, has been declared the winner of Cameroon’s election, granting him an eighth term that could keep him in office until he is nearly 100.

The country’s constitutional council said Biya won 53.66% of the vote, while his former ally turned challenger, Issa Tchiroma Bakary, got 35.19%.

Hello, everyone,

I've had my current Samsung Galaxy running Android for about two or three years now. It was an older model then. I am about ready to get a new phone; mine has been put through the ringer.

I was interested in Graphene or Divest, or some of these other open source phone OS. but I dont know much about what they have and what they can do. How reliable are they? Will the manufacturer or the carrier fuck me over? Which phone models are compatible and how expensive are they?

I'm a contractor; not only do I NEED a reliable phone, but I also need a phone that can run certain apps. I've tooled around with game emulation and modding since the DS flashcart days, and I have even recently had Switch accounts banned.

I'm sorry if there was a README but I haven't been able to find any information as to if this was reliable enough to become my primary telephone.
