Depends on the flavor of fascism their current fascism will evolve into. Europe I can't speak as much for, but America is pretty clearly developing massive concentration camps and has the largest prison populations with prison slavery fully legal.
I expect that once it becomes too financially and logistically restrictive for the U.S to deport every single person they will start putting them to work. Give them a chance to "earn" their citizenship Roman-style through years of service. The already existing prison-industry adds to this.
That could be a way for the core to be "less financialized"; through ramping up of straight up slave-labor. Then you gotta start grabbing people off the streets when the gaps need to be filled unless you are working in "critical industry" (defense, manufacturing, mcdonalds). Manufacturing will generally have a boom considering the sudden influx of free labor. The very sweatshops that America accuses China of.
